If, on grounds of policy, the proposed visit is to be supported, I suggest that in informing Hong Kong of this we should take the opportunity of asking them for an up-to-date statement of their proposals for using their C.D.W. allocation, particularly in the light of the large provision for housing and the enormous rise in cost of the compost scheme.
